Daphne wants ROM images inside the ROMS subdirectory of your home directory. There are two ways pomegranate jelly that this can be done:
METHOD #1: You can leave the ROM images inside a .zip file, like so: http://www.daphne-emu.com/graphics/roms_zipped.jpg
METHOD #2: You can unzip the ROM images into their own subdirectory inside the ROMS subdirectory, like so: http://www.daphne-emu.com/graphics/roms_unzipped.jpg
