I opened vldp_dl.torrent with an external bittorrent program (Azureus) and downloaded all the Dragon's Lair files (lair.m2v.bf, lair.ogg.bf, lair.txt). I don't remember my logic, but this is probably the cause of my problems. Anyway..
Attempt 1 (default settings):
DAPHNE verified the files, apparently successfully, but refused to start Dragon's Lair without downloading more files, which ones I don't know.
Attempt 2:
I configured Dragon's Lair to run manually and gave it lair.txt as the framefile.
--DAPHNE version 0.101.22
--Command line is: daphne.exe lair vldp -framefile D:\daphne\vldp_dl\lair\lair.txt -blank_searches -min_seek_delay 1000 -seek_frames_per_ms 20 -homedir . -bank 0 11111001 -bank 1 00100111 -sound_buffer 2048 -x 640 -y 480

Attempt 3:
lair.txt lists the file 'lair.m2v' but the file in the directory is 'lair.m2v.bf'. I renamed it to 'lair.m2v' and 'lair.ogg.bf' to 'lair.ogg'. The game starts but all I see is a black screen with the text "Press any key to parse your video file(s). This may take a while. Press ESC if you'd rather quit." I pushed a key and waited quite a while without anything happening. Pushing a key again caused it to exit.

Attempt 4:
I was just flailing around by this point. I edited lair.txt and changed the directory from '.' to 'D:\daphne\vldp_dl\lair'.

Framefile Parse Error
Framefile only has 1 line in it. Framefiles must have at least 2 lines in it.
Mpeg Path : D:\daphne\vldp_dl\l
---BEGIN FRAMEFILE CONTENTS---
D:\daphne\vldp_dl\l
---END FRAMEFILE CONTENTS---
Could not initialize laserdisc player!

Shutting down video display...
The Mpeg Path listed is not the same as the one I put into the file. In fact when I open lair.txt again, it's modified. All that's left is 'D:\daphne\vldp_dl\l'.
Any advice other than wiping the data and letting DAPHNE download it again?
