I figured some of this out, then decided to post it on the miniscule chance it might help anyone else.
This works for daphne 997, but doesn't seem to in the newer beta, so it may not be supported in the future. If so, this will then be for historical interest
If anyone knows a simpler way, please enlighten me (I don't mind looking foolish)

DLE 2.1 (and F2) ROM Engineering/Playtest Mode
The Dragon's Lair Project site has a table at:

showing all the different scenes reachable from the playtest mode,
which, if you don't know, is a way for you to jump to a particular
scene directly without playing your way to it (useful for testing).
. It mostly works for the F/F2 ROMs except that the B3 DIP must be held at zero
because F2 now maps it to the LD player type, so some scenes may not be
available since scene selection is through DIP B.
. It does not work at all for the DLE 2.1 ROM (too many ROM changes).
So through some trial and error, I found the DIP settings for DLE21 to reach
most of these scenes. They work for F2 too, with exceptions noted below,
in case DLP's table does not work for you (B3 DIP problem or other).
* Why would you want to do this in DLE21? There are some differences in moves.
and scene seeks in DLE21 compared to previous ROMs which you may want to see.
To use this, in DaphneLoader 1.2 (daphne .997)
. Select the game (DLE21 or F2)
. Go to Configure->Game and check "Engineering Playtest Mode"
. Go to Configure->Advanced->Custom Settings and put:
"-bank 1 xxxxxxxx" (without the quotes)
The x's are an 8-bit binary number (e.g. 00000011) from the table below.
Notes:
* Scenes will jump to -->Tentacles if completed w/o dying.
* These settings will work for F2 as well, with exceptions noted below.
* None of the prototype scenes are available.
* F3 key reset: If daphne gets stuck jumping around randomly, just hit F3
which will first finish showing the footage for the room (and more)
before going back to Attract.
DLE21 scenes I could not find, but if you can use F2...
